It depends on the buy-in level sensei. In a $3, I see players making ten without blinking an eye. I've done it.

The minimum is ALWAYS three, unless you're going to try a longshot to get lucky. You should always take the initial rebuy to start with max chips unless no one else at the table takes it either. If two players do, then I do too, because I want their whole stack if we get in a big hand.

You should almost always take the add-on, unless you are so far below average at the break that an add-on still lives you at the bottom of the list. If that's the case, I just write the tournament off.

The point is to be PREPARED to invest 5 buy-ins. The entry, the first rebuy, and two more rebuy if you bust on a big hand early, and the add-on = 5.
