I don't know much about hi lo Omaha, but one thing I've learned is that the best starting hands are thought to be those that have as many potentially good combinations of cards as possible, with chances to scoop both the high and low pots. If I recall correctly, the best is something like AA23 double suited, which gives you two chances at the nut flush, a pair of aces (obviously), and the three best starting cards toward the nut low hand, with a bit of counterfeit protection as an added bonus.
