Limit is better for beginers in my opinion.

In NLHE games people bet their draws, too. You can bluff in limit. Also, why can't you get a feel for your opponents' game in limit?

In lower limits of ANY GAME the players are weaker, that's why they are there. Playing NL in micro up through $.5/$1 and some $1/$2 games is an absolute waste and the players are garbage. Small stakes poker is never good, but whenever limit hold'em is brought up it's always assumed to be small stakes.
