To outlaw online poker is the main push, but the other link is to a proposal to "Prevent the use of certain payment instruments, credit cards, and fund transfers for unlawful Internet gambling, and for other purposes." Basically if they can't straight outlaw it they want to have a backup which would be just as effective. If you can't put money on these sites, what are you going to do?
