Well when you are pretty short stacked you really need to find some cards to go allin with and 10s are a pretty decent hand if you know that the worst possible hand you can go agaist is a coin flip. But when you are getting short stacked it is always better to go allin then to call off all in because if you go allin you always have the chance to pick up the blinds.

If you find yourself with this hand in a ring game:

In early postion you usallly throw it away, and sometimes raise with it

In middle or late postion you want to raise with this hand to eliminate people with like Ax some they cant hit a cheap A. And when you do bet with this hand you want to be careful if a J Q K or A comes on the flop. And then go from there. (this is more of a conservitive approach to the hand)
