Yes, you can technically withdraw without depositing, but if you have received a transfer from someone and have not deposited yet you can't withdraw until you obtain 2,500 points. That takes a lot of money table playing to get. I think CD is similar but maybe not. To me though it doesn't matter. If you havn't deposited and have money on because of freerolls then you could just deposit $20 and take all of it out soon after.
