The first thing that I would do is raise more than 3x the BB or just throw my hand away (Im assuming that you are at a 9 handed table). I would probaly pop it up to something like 5x the BB so you can get a good idea of where your at. Also I personally would only play this hand under the gun if the game is really tight. I think that KQ could be eaisly dominated with 8 players left to act.

Then after the flop it all depends what type of read you have on the guy(like is he agressive or tight) and have you seen him smooth call big pairs like KK or AA before the flop before.
