I hear all the time that top pair is a very powerful hand heads up. Does this apply to 3-10 handed games that are heads up before the flop or just heads up, ie 2 players against each other?

Top Pair is useful most of the time. Hopefully with a good flop and a good kicker.

It applies to both, but more so to when it's 1v1. You're more likely to see higher cards and/or overpairs and/or sets with more people being dealt hands.
